The steering committee

 

The steering committee defines FIC strategic directions. Its members are:

Former Inspector General of French  armed forces – National Gendarmerie. General Watin-Augouard is Director of the Research Center of the National Gendarmerie Officers’ School (CREOGN). He founded FIC in 2007.

Guillaume TISSIER
Partner Avisa Partners

Director of the FIC since 2013, Guillaume is mainly involved in economic intelligence and risk management missions.

Mélodie has been coordinating the entire organization of the FIC for 10 years.

Advisory Board

 

The FIC Advisory Board provides guidance to the Steering Committee,  with a focus on the European and international dimension of FIC. The  Advisory Board members are:

Elly VAN DEN HEUVEL-DAVIES
Chairwoman of the FIC Advisory Board and Secretary to the Cybersecurity Council, The Netherlands 

Mrs Elly van den Heuvel is Secretary to the Netherlands Cyber Security Council (CSR) since 2014. The CSR has 18 high level members from government, industry, and the scientific community. The CSR offers both solicited and unsolicited advice to the Cabinet. The Council also facilitates public-private dialogue on the complex matter of cyber security. From 2008 to 2014, Mrs Heuvel has been Head of the Dutch National Cybersecurity Center (NCSC). Under her management, the NCSC was designed as an innovative place for building a public/private cooperation model that is efficient and impactful in today’s multi-stakeholders environment. She also developed the Dutch Cyber Security Conference ONE into a most appreciated international conference organised by a public agency.

Jean-Christophe LE TOQUIN
Secretary to the FIC Advisory Board, France 

Jean-Christophe Le Toquin is a public affairs advisor with a track record on building trustworthy industry initiatives on cybersecurity and against cybercrime. Associated expert of Avisa Partners, he is President of the French hotline against illegal content PointdeContact.net, and coordinator of industry alliances (Encryption Europe, Cyber Data Coalition), which contribute to make the online world safer. He is co-founder and President of CyAN, a global network of cyber professional experts established in Paris and Sidney. He has been in charge of the Digital Crimes Unit for Microsoft Europe Middle-East and Africa from 2003 to 2013.

Phédra CLOUNER
Deputy Director, Belgium Cybersecurity Center, Belgium

Mrs Phédra Clouner is Deputy Director of the Cyber Security Centre Belgium (CCB), the central authority in charge of cybersecurity in Belgium. In particular, CCB manages the Computer Emergency Response Team (CERT) for the purpose of carrying out activities relating to the detection, observation and analysis of online security problems as well for providing continuous information related to users. Mrs Clouner was previously Information security Advisor at the Ministry of Justice, and Information and Application Manager of the IT Department of this Ministry. She is founder and administrator of FedISA Belgium, the Belgian branch of the federation for Information Lifecycle Management, Storage and Archiving.

Jean-Baptiste DEMAISON
Chair of the Management Board of ENISA, Senior innovation policy Advisor at ANSSI, France

Mr. Demaison is Chair of the Management Board and Executive Board of the European Network and Information Security Agency (ENISA) since 2016 and Senior Innovation Policy Advisor to the Stategy Director at the French Cybersecurity Agency (ANSSI) since 2017. Mr. Demaison is also lecturer at the Paris School of International Affairs (PSIA) at Sciences Po. Previously, Mr. Demaison worked as coordinator of European and International Cyber policies at ANSSI, which involved representing France in several EU cybersecurity fora and advising the French Digital Ambassador during the 2012, 2014 and 2015 United Nations Group of Governmental Experts on cybersecurity. Previously, Mr. Demaison worked for the French Ministry of Defence and the Ministry of Foreign Affairs.

Tobias HÖLLWARTH
President of EuroCloud Europe, Austria

Dr Tobias Höllwarth is President of EuroCloud Europe where he is acting as director for the EuroCloud StarAudit Certificate and the INPLP (International Network of Privacy Law Professionals). Consulting (Cloud-strategies, -compliance and -policies), quality assurance of cloud offers and auditing of cloud service providers are all topics that have increasingly gained in importance. He published “Cloud Migration” whose third edition has been released in several languages including English and Chinese. Tobias Höllwarth has also organised two editions of the Austrian CLOUD Congress that offers both providers and users of cloud solutions a joint platform for the exchange of ideas.

Alexander KLIMBURG
Director, The Hague Centre for Strategic Studies, Austria

Dr. Alexander Klimburg is Director Cyber Policy and Resilience Program at the Hague Centre for Strategic Studies. He is a former associate and research fellow of the Harvard Kennedy School’s Belfer Center. Dr. Klimburg is a nonresident senior fellow with the Atlantic Council, and an associate fellow at the Austrian Institute of European and Security Policy. His book, “The Darkening Web: the War for Cyberspace” has been reissued with a new afterword by Penguin Press in 2018. He has acted as an adviser to a number of governments and international organizations on national cybersecurity strategies, international norms of behaviour in cyberspace and cyber-conflict, critical infrastructure protection, and Internet governance.

Yugo NEUMORNI
Cybersecurity Council Chairman, European CIO Association, Romania

Mr. Yugo Neumorni, CISA, EMBA is the Chairman of the European CIO Association, EuroCIO, President and founding member of CIO Council Romania, the Association of IT Directors in Romania, and former President of ISACA Romania. He is the CIO of Urgent Cargus, second-biggest player in the Romanian courier market. With more than 26 years of experience in the IT industry, Yugo Neumorni is specialized in complex IT systems design, IT processes restructuring and reengineering, IT security and strategy, ERP projects, IT governance, COBIT framework, ITIL. Neumorni graduated the Faculty of Automation in Bucharest and the Asebuss  – Kennesaw State University EMBA program in 2009.

Pascal STEICHEN
CEO, SECURITYMADEIN.LU, Luxembourg

Mr Pascal Steichen is CEO of SECURITYMADEIN.LU, the structure behind the main information security initiatives of the Luxembourg government: CASES, CIRCL, BEE SECURE and the Cybersecurity Competence Center (C3), launched in 2017 as a european-wide unique facility to empower the Luxembourg economy in the field of cybersecurity. From 2003 to 2014 he was a member of the management board of ENISA. He is a member of the Luxembourg Cyber Security Board, lecturer in information security at the University of Luxembourg, and president of the CLUSIL (an association representing the information security landscape of Luxembourg).

David VAN DUREN
Head of Office, Global Forum on Cyber Expertise, The Netherlands

Mr. David Van Duren is Head of the Global Forum on Cyber Expertise (GFCE) secretariat. The GFCE is a global forum to exchange best practices and expertise on cyber capacity building. The aim is to identify successful policies, practices and ideas and multiply these on a global level. Mr. Van Duren was one of the key persons responsible for the realization of the Global Conference on Cyber Space (2015, The Hague), the Dutch National Cyber Security Strategies of 2011 and 2013, and for Division of Cyber Security Policy of the Dutch National Cyber Security Centre (NCSC) which became operational in January 2012, including national and international policy. Mr. Van Duren holds a Master of Economics and Psychology.

Maarten VAN HORENBEECK
Board member, FIRST, Belgium

Mr Maarten Van Horenbeeck is a board member and former chairman of the Forum of Incident Response and Security Teams (FIRST), the largest association of security teams, counting 300 members in over 70 countries. Chief Information Security Officer at Zendesk, he previously led Security Engineering at Fastly and the Threat Intelligence team at Amazon. He also worked on the security teams at Google and Microsoft. Maarten has a master’s degree in information security from Edith Cowan University and a master’s degree in international relations from the Freie Universitat Berlin.

Lennig PEDRON
ICON President & Trsut Vallez CEO, Switzerland

Lennig Pedron has expertise in cybersecurity applied to the digital trust economy. She is co-founder and President of the ICON NGO, based in Geneva at the heart of international organizations, EPFL Innovation Park campus, Brussels, London. Lennig specializes in the “human factor” and she is an advisor and a trainer to various audiences such as the EPFL Innovation Park Foundation, prosecutors, Police, industry, banks, medical professionals and also to the youth generations.
She was the director of a Swiss company with a cybersecurity R&D laboratory. She is also a founding member of the Swiss label Cyber-Safe.chand is an expert of the group of data protection for the Swiss Confederation (2020-21)

Ciaran MARTIN
Professor of Practice in the Management of Public Organisations at the Blavatnik School of Government, University of Oxford

Ciaran Martin is Professor of Practice in the Management of Public Organisations at the Blavatnik School of Government, University of Oxford. Prior to joining the School, Ciaran was the founding Chief Executive of the National Cyber Security Centre in the UK, part of GCHQ. Elly and Ciaran met (virtually) to ensure that ensure clarity on the expectations both practically and in terms of goals and directions.  It turned out that Ciaran and Elly, who both led the national cybersecurity agency of their country, went through the same journey and share the same vision: Keen understanding of the necessity to cooperate and share information across sectors and organisations, The acute realisation that there is a long way until genuine cooperation becomes a reality eepest commitment to make this cooperation happen. Pending COVID does not get itself on the way, Ciaran will cross the channel in September, and we will all meet in Lille!
